2022年是極為關(guān)鍵的一年,，中國共產(chǎn)黨第二十次全國代表大會勝利召開，全面開啟了中國式現(xiàn)代化的新征程,，也為科技創(chuàng)新工作指明了前進方向,、提供了根本遵循。過去一年,，我們踔厲奮發(fā),，篤行不怠，緊抓歷史機遇,，深入實施創(chuàng)新驅(qū)動發(fā)展戰(zhàn)略,，積極深化科技體制改革，扎實推進粵港澳大灣區(qū)國際科技創(chuàng)新中心和更高水平科技創(chuàng)新強省建設(shè),，著力構(gòu)建“基礎(chǔ)研究+技術(shù)攻關(guān)+成果轉(zhuǎn)化+科技金融+人才支撐”全過程創(chuàng)新生態(tài)鏈,，在實現(xiàn)高水平科技自立自強道路上邁出了堅實的廣東步伐,。2022年,，廣東區(qū)域創(chuàng)新能力連續(xù)6年排名全國第一，研發(fā)經(jīng)費支出,、研發(fā)人員,、高新技術(shù)企業(yè)、發(fā)明專利有效量,、PCT國際專利申請量均保持全國首位,，“創(chuàng)新環(huán)境”指標(biāo)位居全國第一，全省科技企業(yè)孵化器超千家,，高新技術(shù)企業(yè)超6萬家,。廣東開放創(chuàng)新的生態(tài)不斷優(yōu)化，顯示出強勁的發(fā)展動力,，這些卓越成績的背后凝聚了廣大外國專家,、朋友們真誠合作、辛勤勞動的心血和智慧。廣東的發(fā)展,，無論過去,、現(xiàn)在還是將來，都離不開你們的支持和幫助,。

New Year’s Greetings to Foreign Experts
Dear Foreign Experts and Friends
The days are swiftly gliding by and the season of renewal is coming. On the occasion of the upcoming new year of 2023, the Department of ScienceandTechnology of Guangdong Province(Administration of Foreign Experts Affairs of Guangdong Province) would like to extend our sincere greetings and New Year wishes to you and your families!
2022 is a year of great significance. The successful holding of the 20th National Congress of the Communist Party of China (CPC) has embarked on a new journey to build China into a modern socialist countryin all respects, as well as provided direction of advancement and fundamental guidance for scientific and technological innovation. Over the past year, we have been forging ahead with fortitude and persistence to seize the historic opportunity. We have further implemented the strategy of innovation -driven development and deepened the reform of the science and technology system, so as to achieve solid progress in the construction of an international science and technology innovation center in the Guangdong Hong Kong-Macao Greater Bay Area(GBA) and a high-level science and technology innovation province We have also been focusing on constructing a whole-process ecological chain for innovation composed of “basic research + technology breakthrough + achieve ment transformation + technology based finance + talent support”. As a result, Guangdong has made solid strides in the course of achieving greater self-reliance and strength in science and technology In 2022 Guangdong’s regional innovation capacity has ranked top in China for6 consecutive years. Its R&D expenditure. number of R&D personnel, high-tech enterprises, valid invention patents, and pcT internationalpatent applications have kept the first place across the country. With more than 1,000 science and technology business incubators and over 60,000 high-tech enterprises,，Guangdong’s innovation environment index has topped the list in China as well. The open and innovative ecology of Guangdong has grown stronger, showing a strong driving force for development. Theso remarkable achievements would not have been possible without the collaboration, efforts and wisdom of all of you. Your support and help in the past, the present and the future has alwavs been crucial to the development of Guangdong.
Looking forward to 2023, we are ready to set sail. With the overall obiective to build a high-level science and technology innovation province Guangdong will press ahead the construction of an internationa science and technology innovation center in GBA and a province rich in high-level talents. We will appeal to the best minds from all over the world with a more inclusive and open attitude as well as proactive ano effective measures, striving for a talent development ambience that attracts and retains talents with utmost sincerity. We hope that all of you will continue to support and participate in Guangdong’s reform and development. We welcome youn advice for scientific and techno logical innovation. Together we will open a new chapter in Guangdong and create a better future!
